AS PART of our mission to be the People Paper, THE WEEK-END STAR has been highlighting problem areas across the island. Our reporter, Carolyn Johnson, along with photographer Norman Grindley, will focus on a particular area until the problem is fixed. Now we will have a rough idea of how long the relevant authorities take to deal with some of the problems affecting our country.
Paying bill
It seems the streetlights on the toll road, the section leading on to Mandela Highway, will not be repaired any time soon. We are told, however, they are not in need of repair but that they simply need to be turned on. The St Catherine Parish Council is adamant that it will not be paying the bill.
Spanish Town's mayor, Andrew Wheatley, said all the councils (Portmore, St Catherine, Clarendon) through which the toll road runs have independently voted against paying the bills for the streetlights.
"You have to pay to use the toll road. Once you enter it, it is no longer a government road but a private road. We pay for lights that are in our locality: community roads, main roads and parochial roads," Wheatley said.
On May 2, Ivan Anderson Chief Executive Officer of the National Road Operating and Constructing Company (NROCC), told the WEEKEND STAR that although the lights were initially the developers' responsibility, they now believe that the cost should be borne by the local authorities, a.k.a. the parish councils.
Since the parish councils will not be fulfilling that responsibility, Drive safely.
