Man handcuffed to verandah column during dispute

Manchester

Tempers flared as hot as the morning sun in Kingsland, Manchester, yesterday when a middle-aged man who had a domestic dispute with his aunt was handcuffed half naked to a verandah column for more than four hours by a municipal police who is a tenant of the aunt.

The reports from various sources are that Ian Powell who lives at the house owned by his aunt, was involved in a dispute with her.

She reportedly made a complaint to her tenant who is a member of the municipal police employed to the Manchester Parish Council.

The municipal policeman who was off duty but was in possession of a handcuff, allegedly used it to shackle Powell to the verandah column in a standing position, while he was wearing only a t-shirt and his underpants. The ordeal lasted from 5:00 a.m. to 9:45 a.m. when he was rescued by the police.

According to Powell, the officer left him shackled uncomfortably and went away as he languished in the searing heat.

Deputy Mayor of Mandeville, Sally Porteous, told THE STAR that she arrived at the home about 9:00 a.m. and saw Powell handcuffed in the sun. She gave him water to drink and immediately contacted the police and the parish council.

According to the Deputy Mayor, an emergency meeting was held and the officer in question was sent on leave immediately pending investigation.
