With reference to Mayor McKenzie's proposal of a $20,000 fine for urinating in public places, passersby (including women and children) are embarrassed as they can often see perpetrators' penises.
We should therefore use a more appropriate penal system where perpetrators are fined by the inch (the more inches, the more the visibility).
We would have to equip the police with the requisite tape measures in order that they can exact the quantity of fine for each offender.
P.S. I am still fine-tuning my plan for the womenfolk.
